Citizen watchdog to monitor infra projects

From 2020 to 2022, Cebu was allocated P6.18 billion for 139 flood control projects, averaging P44.4 million per contract.

In the same period, the province’s total DPWH allocation reached P50.2 billion, or about P16.75 billion annually.

Allocations rose sharply in 2023-2025, when Cebu received P117.5 billion—or about P39 billion annually with flood control projects taking up 20 percent of the budget, road maintenance 27 percent, and new roads and community projects 53 percent.

Abines explained that volunteers will visit every town in Cebu to verify whether projects listed in DPWH’s database exist and are properly implemented.

“We will applaud those projects that are real and properly implemented. But for failed, ghost, or substandard projects, we will document them and prepare cases against the responsible parties,” he said.
