The cease and desist order (CDO) issued against the Department of Public Works and Highways (DPWH) and its contractor, WTG Construction, for their project in Cogon Pardo remains in effect after it was found that certain requirements had not been met.

Acting Cebu City Mayor Donaldo "Dondon" Hontiveros earlier issued the CDO upon learning of potential environmental risks posed by the project. The development, which involves a flood mitigation structure, allegedly included backfilling operations that encroached on an area inhabited by mature, healthy mangrove trees.
This triggered concern over possible harm to the local environment and marine ecosystem.
In response, the Cebu City River Management Council passed a resolution recommending the issuance of a CDO, which Hontiveros promptly enforced.
