Hundreds of residents in Mandaue City were displaced after Typhoon Tino caused the Butuanon River to overflow, inundating nearby communities.

Mandaue City Disaster Risk Reduction and Management Office (MCDRRMO) head Buddy Ybañez said that despite repeated reminders over the weekend for residents in flood-prone areas to evacuate early, some still called for rescue at the height of the storm early morning of November 4.

“Daghan nanawag tungod sa pagsaka sa tubig, so naglisod gyud ta kay di man ta mo-rescue gyud in the height sa bagyo,” Ybañez said, emphasizing that responders’ safety had to be prioritized. He added that rescue teams could only proceed once the winds and rain subsided.

In some areas, the floodwaters were too deep for personnel to wade through, even with boots.

“Ang Butuanon ni overflow gyud. Makita man nato sa side sa Cebu City nga nisaka gyud ang tubig, nilapas gyud sa bridge,” Ybañez said.

The most affected barangays were those along the Butuanon River, including Casuntingan, Maguikay, Paknaan, and Umapad, where floodwaters reached roof level in some areas.
