Targets international students, skilled workers

A UK House of Commons Library Research Briefing details the significant changes proposed in the May 2025 government white paper, "Restoring control over the immigration system," which aims to reduce net migration by making it harder for foreign nationals to live and settle in the UK. The proposals introduce tougher rules for students and workers, with many changes already being implemented.

The proposed reforms specifically target the international student market:

Graduate Visa Reduction:

The standard length of the Graduate visa, which allows international students to stay and work after graduation, is proposed to be reduced from two years to 18 months.

University Compliance Levy: The government is exploring a levy on English universities’ income derived from international student fees.

Stricter Licensing: New, tougher compliance rules will be introduced to make it harder for universities to retain their license to sponsor student visas.
