Nearly ten years after India enacted the Insolvency and Bankruptcy Code, Parliament is confronting an uncomfortable truth: the law's design is sound, but its delivery has been uneven.

The Insolvency and Bankruptcy (Amendment) Bill, 2025 and the Select Committee's report tabled on 17 December mark a decisive attempt to correct that imbalance. Chaired by Baijayant Panda, the Committee has framed its recommendations with a clear objective-strip delay out of the system and reestablish certainty as the organising principle of insolvency resolution.
