World Bank Report Shows Africa's Uneven But Promising Policy Progress

The World Bank's 2025 Country Policy and Institutional Assessment (CPIA) report offers a crucial diagnostic of Sub-Saharan African countries' governance, economic management, social policy, and public-sector institutions.
Designed to guide the allocation of International Development Association (IDA) resources, the CPIA scores countries on a scale of 1 (lowest) to 6 (highest) across 16 criteria. This year's report, captured through six data-rich charts, highlights both progress and persistent challenges in delivering effective public services across the continent.
ECONOMIC MANAGEMENT IMPROVES, BUT GOVERNANCE STILL LAGS
According to the CPIA 2025, Sub-Saharan Africa's average score remained stable at 3.1, though this masks disparities between countries. Economic management, particularly monetary and fiscal policy, showed resilience amid global headwinds such as inflation and conflict. Countries like Kenya and Senegal improved their economic management scores, bolstered by prudent budgeting and anti-inflationary measures.
