Day-3: SC declines to watch cruelty videos, stresses public safety balance

The Supreme Court on Friday continued hearing a batch of petitions related to the issue of stray dogs for the third consecutive day.

A Bench of Justice Vikram Nath, Justice Sandeep Mehta and Justice NV Anjaria heard detailed submissions from senior advocates and other lawyers. Senior Advocate Abhishek Manu Singhvi argued that the Animal Birth Control (ABC) law and the rules framed under it already cover the entire subject of stray dog management. He said the legal framework is complete and leaves very little scope for courts to issue additional directions. As per Singhvi, courts can step in only when there are gaps in the law, not when Parliament has deliberately created a detailed statutory scheme.
