Thatcher has us hooked

HERE'S a mini-quiz for you. "Mini", that is, in the sense that it contains only one question.
-
Namely: for which traditional craft would you use a leggett (also known as a bat or a biddle), plus a spar hook (or billhook, if you prefer) and a set pin, twisters and spars (or scollops)?
Bit of a tough one, eh? Tell you what, shall I give you a clue?
OK, well the name of a person who does this for a living is the same as the name of a former Prime Minister.
Narrows it down a bit, right?
"Might it be a May?," you're now wondering. “Or a Johnson? Or a Heath?”
Well, no, of course not. None of those is a profession, is it? And before you ask, no, a Major doesn’t use those tools either. So here’s another clue:
It’s Thatcher, OK? Thatcher is the answer to the question.
