This literary technique is called “intercalation,” where the insertion (the cure) sets the stage for a more emphasized story (the raising to life). The official's faith in Jesus is underlined when he says that his dead daughter will live if Jesus lays his hands on her. The woman believes that she will be cured by just touching Jesus’ cloak. The faith of both the synagogue ruler and the hemorrhaging woman is in stark contrast to the mourners’ skepticism and the crowd’s nonchalant attitude.
