Four children were among the dead in the overnight bombardment, which also struck the European Union's offices and destroyed a five-storey residential building.

Col Richard Kemp, ex-adviser to the government on terrorism, told the Mirror: "An attack on the British Council could constitute a war crime." Russia's ambassador to the UK, Andrey Kelin, was yesterday summoned to the Foreign Office to be rebuked.

PM Keir Starmer said: "Putin is killing children and civilians, and sabotaging hopes of peace. This bloodshed must end." Ukraine's Air Force said Russia launched 31 missiles and 598 strike drones and decoys across the country during the 10-hour blitz.
