Putin in swift offer of talks on Ukraine

VLADIMIR Putin rushed to congratulate Donald Trump and offer himself up for talks on Ukraine and nuclear arms.
But Trump warned the Kremlin coward he was "destroying Russia" with his failed war and urged him to "make a deal".
Putin moved first as the US businessman returned to power, saying he was open to dialogue.
