Officers were so worried about the 20-year-old’s behaviour at Belmarsh prison in south-east London and his apparent intent to strike again that they asked the governor not to release him.

Those fears became reality when he stabbed two people during a terrifying knife rampage in Streatham, south London, on February 2, 2020, before being shot dead by police.

The request had been turned down because the offence Amman was jailed for could not justify an extension of his sentence, the inquest at the Royal Courts of Justice heard.

Amman was under surveillance when he ran into a shop, stole a kitchen knife, then went on a 62-second rampage in Streatham High Road.

He stabbed and injured two passers-by while wearing a fake suicide vest before he was shot and killed by armed police a minute later.
