On a recent break in Belgium, I discovered that the “capital of Europe” was still as charming as I remember from my last visit 30 years ago. As I stood in Brussels’ cobblestoned central square after dark, gazing up at the illuminated facade of the Gothic Town Hall, I wondered why I had waited so long to return.
