FRANCE'S ANTITRUST WATCHDOG FINES APPLE OVER APP TRACKING TRANSPARENCY ISSUES
AppleMagazine
|April 04, 2025
France’s antitrust regulator has imposed a 150 million euro fine on Apple for issues tied to its App Tracking Transparency feature, citing violations of competition law due to the tool’s implementation on iPhones and iPads.
-
The French Competition Authority announced the penalty during a press briefing, marking it as the first antitrust fine globally targeting this privacy control system. For app developers, advertisers, and industry observers, this ruling highlights tensions between privacy protections and competitive fairness in the mobile app market.
The fine stems from Apple’s App Tracking Transparency framework, which requires apps to seek user consent before tracking activity for advertising purposes. The authority found that while the feature’s privacy goal aligns with user interests, its rollout created unfair conditions for third-party developers reliant on ad revenue. Apple has expressed disappointment with the decision, maintaining that the framework enhances user control without favoring its own services.
The penalty covers a period when the feature’s consent prompts disrupted smaller publishers, prompting complaints from advertising groups that led to the investigation. This action reflects France’s ongoing scrutiny of U.S. tech giants, balancing data privacy with market competition concerns, while Apple defends its approach as a standard-setter for user rights.
APP TRACKING TRANSPARENCY SPARKS FINE The French Competition Authority levied a 150 million euro penalty on Apple for its App Tracking Transparency system, introduced to limit app tracking on iOS devices. The feature mandates that apps request permission via a pop-up before collecting data for targeted ads, a change rolled out across iPhones and iPads. Regulators determined that this implementation abused Apple’s dominant position in mobile app distribution, unfairly impacting developers.
