Probe's first phase focusing on the circumstances of attack

The first phase of the inquiry into the murders began on July 8 and is focused on investigating the circumstances of the attack and the events leading up to it.

This includes reviewing a full timeline of killer Rudakubana’s background and his interactions with the criminal justice system, education, social care, and healthcare services.

It will also assess how decisions were made and how information was shared between local services and agencies.
