Health financing needs more innovative strategies

As Vietnam continues its transition toward a more equitable healthcare system, the question of financing remains central.

Angela Pratt, the World Health Organization's representative in Vietnam, talked to VIR's Minh Anh about how the country can build a resilient and future-ready health system.What trends do you observe in health financing and budgetary support for public health initiatives?
There were several key budgetary commitments made in 2025 which will strengthen public health programmes, as stated in both Resolution No.72-NQ/TW, issued last September, and Resolution No.261/2025/QH15, enacted earlier this year.
They include assurance of adequate state budget for essential public health services, such as essential immunisation activities and expansion of the new types of vaccines covered by the national immunisation schemes.
Also included is the government's commitment to increasing state budget spending for health, focusing on increasing resources for the commune health system, to be able to better provide health services close to where people live.
Preparation for annual medical checkups for all starting from 2026 is also underway, part of a shift in the system's focus from treating sickness to actively promoting and maintaining health at the community level.
Meanwhile, remuneration and allowances are increased for healthcare staff working at the commune level, which will contribute to important staff retention for primary and essential public health services.
