Shooting of Palestinians Investigated

TEL AVIV—Israeli authorities said they are reviewing the conduct of security forces who shot two members of Palestinian Islamic Jihad during a West Bank counterterrorism operation after video footage appeared to show the pair surrendering.

Images aired Thursday on the official news channel of the Palestinian Authority showed two men coming out of a building with their hands raised and lifting their shirts to show they were unarmed.
