S'porean given detention order over link to drug trafficking

A Singaporean man has been issued with a detention order under the Criminal Law (Temporary Provisions) Act (CLTPA) after he was granted a discharge not amounting to an acquittal for a drug trafficking charge.

The Ministry of Home Affairs (MHA) said, in response to media queries on Sept 26, that Home Affairs Minister K. Shanmugam issued the detention order against Benny Kee Soon Chuan on Sept 22, in view of his involvement in drug trafficking in Singapore.

It added that prosecution against Kee was not viable because “witnesses are unwilling to testify in court for fear of reprisal against them or their family members”.

“Drug offences are typically prosecuted under the Misuse of Drugs Act, with CLTPA being invoked only as a last resort where prosecution is not viable,” said MHA.

The law allows the minister to make an order for a person to be detained for up to 12 months if he is satisfied that “it is necessary that the person be detained in the interests of public safety, peace and good order”.

The order can be extended for up to 12 months at any one time by the President.
