Man who has a 'substantial history of indecent exposure' spared prison

A SERIAL flasher claims a voice in his head called 'Lucy' forces him to expose himself.

Phillip Knott has again been caught revealing his privates to the public. Stoke-on-Trent Crown Court heard he was staying at Brighter Futures homeless accommodation, in Hope Street, Hanley, when he exposed his penis.

The 55-year-old, who has a 'substantial history of indecent exposure, was previously arrested for traipsing through Hanley fully-nude in 2022 and 'waving' his penis at police staff outside the Hanley court in 2020.

Prosecutor Matthew Ness said Knott was an unapologetic exhibitionist who enjoyed showing himself to 'vulnerable people'.
