Samar, Leyte and Southern Leyte. However, agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services, according to Memorandum Circular 94 issued by Executive Secretary Lucas Bersamin.
The localized cancellation or suspension of classes and/or work in government offices in other areas may still be implemented by their respective local governments, pursuant to relevant laws, rules and regulations, the memo said.
The suspension of work for private companies and offices is left to the discretion of their respective heads, it said.
The order was issued upon the recommendation of the National Disaster Risk Reduction and Management Council.

Maintaining the levity which drew controversy last month, Interior Secretary Jonvic Remulla announced the suspension of classes and government work today in a Facebook post on the official DILG (Department of the Interior and Local Government) Philippines Facebook account.
