Meralco Faces Higher WESM Exposure Amid CSP Delays

Continued delays in approving Manila Electric Co. (Meralco)'s power procurement auctions are putting customers at greater risk of volatile spot market prices.
Meralco has yet to receive the certificate of conformity from the Department of Energy (DOE) for its planned competitive selection process (CSP) covering additional power supply starting next year.
"The delayed certification from the DOE will correspondingly delay the commencement of the affected CSPs," Meralco utility economics chief Larry Fernandez said in a Viber message yesterday.
This, Fernandez said, could trigger a domino effect, pushing back the signing and submission of resulting power supply agreements (PSAs) to the Energy Regulatory Commission.
"Such delays increase the possibility of Meralco having to resort to WESM (Wholesale Electricity Spot Market) while waiting for regulatory approval of PSAs," he said.
