When the ghost flood control projects were exposed, the solution presented by legislators was to cut down the budget of the DPWH and freeze flood control projects. It was their “cut clean” strategy.

To the optimists, that was a good start and hopefully would prevent pork barrel addicted legislators from pulling a fast one again. But we all knew it was too good to be true.

Given our overwhelming suspicion of pork barrel addicts, legislators designed a “goodwill strategy” where congressional funds will be channeled towards relieving poverty and providing medical / financial assistance as their form of penance.

They cited the poorest of the poor in order to guilt trip the rest of us into silent agreement if not support. But it is just another form of pork barrel to get fat and high on.

In fact, very early on I came across a political satire on Facebook where a “Cong-Tractor” reassured his corrupt crew that their happy days were not over because the pork barrel of flood projects that dried up would be replaced by more money from the 4Ps, TUPAD and the now controversial MAIFIP!

So, once again, the pork barrel addicts are attempting to channel P51.6-billion allocation for their corruptly creative concept called Medical Assistance for Indigent and Financially Incapacitated Patients or MAIFIP.

In the satire (and in real life), the Cong-Tractor explained that at the end of the day, all money would still go through the members of Congress who are once again the proponents of MAIFIP, pushing for allocations for their districts, where only their coconspirators and supporters will benefit.
