Hearts, not Constitution, must change - Palace

Hearts and attitudes, not the provisions of the Constitution, are what should be changed to address corruption and rectify the problems in the system, Malacañang said yesterday.

House minority leader Marcelino Libanan has proposed amending the Charter through a constituent assembly or a constitutional convention “to initiate changes properly.”

He cited the need for “genuine electoral reform” and campaign spending reforms, likening his proposal to rebooting computers.

Asked to react to Libanan’s proposal, Presidential Communications Undersecretary Claire Castro said President Marcos is not in favor of constitutional amendments, emphasizing that there are already existing laws to combat corruption.

“There are many laws and these should be enforced, implemented and followed by our public servants and public officials,” the Palace press officer said.
