The letter below was sent to the Office of the President hoping to initiate investigation of alleged anomalies in DPWH Baguio.

The letter sender is afraid that the letter might get lost in transit or “buried,” thus the request to publish said letter. Parts of said letter have been redacted to protect the rights of parties concerned and shortened due to space limitations.

Dear Sirs,
The concerned informer or source is herein forwarding this letter to raise and make known to the public, the corrupt and unscrupulous acts and practices being committed by certain officials and employees of the Department of Public Works and Highways - Baguio City District Engineering Office (DPWH-BCDEO).
For several years and since the designation of (a high ranking official) the above-mentioned District Office has been tagged with a notorious reputation of being a cesspool and a place of questionable integrity.
This is due to blatant and continuous construction and implementation of substandard and bloated infrastructure projects, false project accomplishments and payment of non-existing or unperformed project components, not to mention the fixed or rigged bidding process practiced in the procurement of contracts to favor certain contractors.
There is an organized group or syndicate within the District Office who determine who are the contractors that are to be awarded with projects or contracts and thus ordering that bidding or procurement of projects/ contracts be fixed, predetermined, rigged or tainted with partiality.
