Amid the ruins of the second world war, the Schuman Declaration - which called for economic interdependence between erstwhile rivals - set a wounded continent on the course to unprecedented peace and stability. Thus began a project that would bring dozens of countries and half a billion people into a shared market, currency and political union. It remains the most audacious transnational democratic innovation of our age.
