THE vexed Socio-Economic and Educational Survey, popularly known as the caste census report, prepared by the Karnataka State Commission for Backward Classes will be implemented in the state, but prior to that, a consensus in the cabinet will have to be achieved, asserted revenue minister Krishna Byre Gowda.
