But this Labour Government campaigned and was elected on its "ambitious but achievable manifesto for change". Change is what voters were promised and, with a majority of 148 in the House of Commons, it should not be too hard to deliver.

In education, the Government's energies are currently taken up with much-needed reforms to the support of SEND pupils and to the curriculum. But educational standards will not rise unless a third major reform is enacted, namely to inspection.
