South West avoids £19m fine for sewage spills by investing more

South West Water has agreed to pay a £24m penalty for illegal sewage discharges from its treatment works.
Ofwat said the company, which has 1.8m customers in Cornwall, Devon, the Isles of Scilly and parts of Dorset and Somerset, would face sanctions for breaching the conditions of its permit.
But there was anger that the regulator had not imposed a direct fine. Instead, SWW suggested it could invest £20m to reduce sewage discharges at key storm overflows, spend £2m to tackle sewer misuse and misconnections and give £2m to environment groups. Ofwat accepted this in place of a £19m fine.
