Russia at fault for downing of flight MH17, say UN experts

The UN aviation council has ruled that Russia was responsible for the downing of a Malaysian airliner over Ukraine in 2014 that killed all 298 passengers and crew.

Flight MH17 was heading from Amsterdam to Kuala Lumpur when it was hit by a Russian surface-to-air missile as fighting raged between pro-Russian separatists and Ukrainian forces. The victims included 196 Dutch citizens and 38 Australian citizens or residents.

The governments of Australia and the Netherlands said the Council of the International Civil Aviation Organization would next consider what form of reparation was in order.
