Firms charging drivers to recover parking fine debt 'have over 60% profit margins'

Companies charging drivers fees for recovering parking ticket debts have an average profit margin of more than 60%, a government document says.
The Ministry of Housing, Communities and Local Government (MHCLG) said the figure indicates a “market failure”, while the AA said it was “disproportionately high”.
