Smart Cebu City digital platform pushed

Councilor Michelle Abella-Cellona lobbied for a proposed ordinance that backs the creation of a mobile application for efficient government service in line with the goal of establishing a Smart Cebu City.

Dubbed as “An Ordinance Establishing Smart Cebu City - a One-Stop Digital Platform and Mobile Application for Efficient Government Service Delivery and Access to Essential Public Services and for Other Purposes,” it is intended to fulfill the mandate of Section 17 of Republic Act 7160, or the Local Government Code of 1991, that empowers local government units to enhance the delivery of basic services and facilities, including health, social welfare, public safety, and infrastructure services.
It is also in parallel with the provision under Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
This provision mandates all government offices and instrumentalities to adopt streamlined procedures, including digital platforms, to improve service delivery.
The proposed measure also stressed that it is imperative to adopt a localized, inclusive, and secure digital platform that consolidates access to critical services such as healthcare, transportation, traffic management, permit applications, barangay concerns, among others.
