The Philippines marked a milestone in its bid to decentralize economic activity with the soft opening of Bay Mall, the country's first business process outsourcing (BPO)-focused shopping complex, in Liloan, Cebu.

Tourism Secretary Christina Garcia-Frasco led the June 27 inauguration of the P500 million project—a public-private partnership (PPP) between the Municipality of Liloan and Viking Land Corp., the property development arm of Top Line Business Development Corp.

Strategically located near Liloan’s coastline, the three-story Bay Mall is designed as a hybrid retail and employment hub aimed at boosting local jobs and stimulating consumption in northern Cebu—emerging as a viable alternative to the urban core.

The ground floor opened with Robinsons Supermarket as anchor tenant, joined by food and retail outlets including Red Ribbon, with more brands expected to roll out in the coming months.

A full-scale opening is scheduled before year-end, with IT-BPO firms slated to begin operations on the third floor.
