“I am pleased to transmit the appointment letter of Ms. Pamela Silagan Baricuatro as Chairperson, Regional Development Council, Region VII...signed by President Ferdinand R. Marcos,” the letter read.

In an interview, Baricuatro admitted she was caught by surprise.
“It’s a welcome surprise,” she said.
“Do you know what happened right? I gave up the nomination and yet I’ve been appointed, so it’s really a vote of confidence from the administration,” she added.
The governor expressed gratitude to Malacañang for the trust placed in her.
“I am grateful for this, and I'll do my best to give back to the trust that they gave me now,” Baricuatro noted.
She said that while the council has yet to finalize its development priorities for the region, her focus will be on promoting inclusive and sustainable growth.
According to Baricuatro, the RDC’s plans will soon be revisited and discussed, as her earlier withdrawal from the nomination kept her from joining prior planning sessions.
