Ouano orders review of City Hall personnel, flags 'oversized' workforce

Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano has ordered a comprehensive review of city government personnel, calling attention to an “oversized” workforce of around 13,000 employees.

Speaking to reporters after he officially assumed office on Monday, June 30, Ouano said only minimal changes will be made to department heads for now, but key offices will undergo a detailed evaluation to identify redundancies and ensure efficiency.

Among the departments to remain unchanged are the Traffic Enforcement Agency of Mandaue (TEAM), Mandaue City College (MCC), and Mandaue City Hospital (MCH), which the mayor described as “critical offices.”

The personnel review is one of the new administration’s first orders of business, alongside an inventory of city assets, properties, and cash on hand.

Ouano said the city’s current workforce exceeds its actual needs and noted that trimming down the number of employees could save Mandaue around P100 to P120 million annually.

"As what we have said, ganahan nato i-trim down ang manpower diri sa Syudad sa Mandaue," he said.

He added that the City Hall review will assess both Job Order (JO) and Contract of Service (COS) workers to determine who should be retained based on performance and necessity.
