Cebu City's Prevention, Restoration, Order, Beautification, and Enhancement team personnel have been given instructions to clear portions of the Cebu Bus Rapid Transit (CBRT) of street dwellers.

According to a story in this newspaper, the city attributed their presence there, as well as the seemingly rising number of mendicants in the city, to the start of the "ber" months.
Yes, we do see a surge in street dwellers during this time of year. They are perhaps hoping the approaching Christmas season and the promise of year-end bonuses will make some people generous.
And, yes, they must also be removed from the CBRT project now that the test run is approaching.
