Garcia explained that when her administration awarded bulk water contracts in Alegria and Malabuyoc, the contractor introduced to her was SBK Construction—not any of the Discaya-owned firms.

She said she only learned later that SBK had entered into a joint venture with St. Gerrard Construction, one of the firms linked to the Discayas.

With the Discayas now in the national spotlight, their firms such as Alpha & Omega General Contractor & Development Corp. and St. Timothy Construction Corp. had reportedly secured billions worth of flood control contracts nationwide.

In Cebu alone, Discaya-owned companies were awarded P395.8 million worth of projects in Liloan, including flood-mitigation structures and drainage systems.

They were also among the top 15 contractors identified by President Ferdinand Marcos Jr. as having cornered the lion’s share of Department of Public Works and Highways (DPWH) contracts from 2022 to 2025.
