Employers reminded of pay rules for upcoming holidays

The Department of Labor and Employment (DOLE) has issued Labor Advisory No. 13, Series of 2025, reminding employers and workers nationwide of the proper pay rules for the upcoming holidays and special nonworking days at the end of October and in November.
Signed by Labor Secretary Bienvenido E. Laguesma, the advisory outlines the guidelines for wage computation during the special (nonworking) days on October 31 and November 1, 2025, and the regular holiday on November 30, 2025 (Bonifacio Day), pursuant to Proclamation No. 727, Series of 2024.
DOLE said that October 31 (All Saints’ Day Eve) and November 1 (All Saints’ Day) are declared special (nonworking) days, with the following pay rules:
•If the employee does not work, the “no work, no pay” principle shall apply, unless there is a company policy, practice, or collective bargaining agreement (CBA) providing otherwise.
