With this, Governor Pamela “Pam” Baricuatro convened a meeting with public utility providers early yesterday morning, November 5, to coordinate the immediate restoration of essential services and assess the full extent of the typhoon’s impact.

“We want to restore our power as soon as possible aside from the ongoing rescue operations,” Baricuatro said in an interview. She also confirmed that President Ferdinand “Bongbong” Marcos Jr. is scheduled to visit Cebu on Friday to personally assess the damage and lead coordination efforts for national government assistance.
Baricuatro described Typhoon Tino as “by far the worst flash flood caused by a typhoon that has happened in Cebu,” noting that several transmission facilities were submerged, delaying the restoration of electricity.
Typhoon Tino devastated Cebu island Tuesday morning, November 4, and left behind a total of 101 deaths, with nine missing.
Governor Pamela Baricuatro said despite the tragic situation of Cebu after experiencing two calamities--earthquake and typhoon---Cebuanos must not lose hope "Let us not lose hope, everything happens for a reason. We don't know what tomorrow will bring, ang akoa lang magkahiusa ‘ta, magtinabangay ‘ta ug kumbati lang ‘ta mga Sugboanon" Baricuatro said in her message to the Cebuanos.

Liloan Mayor Aljew Frasco, in his Facebook post a day after the typhoon, said 4, 309 individuals or about 1, 018 families were sheltered in the different evacuation centers in their town.
Frasco also apologized "for the lack of information" hours after the typhoon" since communication was down, which was also the reason why emergency numbers were unreachable after the typhoon.
