COA hits financial lapses in Liloan

The Commission on Audit (COA) has flagged multiple financial management issues in the Municipality of Liloan in its 2024 Annual Audit Report, including unliquidated cash advances, delays in the release of financial assistance, and irregular monetary incentives granted under the local Program on Awards and Incentives for Service Excellence (PRAISE).

COA reported that cash advances totaling P449,365.97 remained unliquidated as of December 31, 2024, despite the completion of the official travels for which they were issued, in violation of COA rules on the timely liquidation of cash advances.

Some of the unsettled amounts date back to as early as 2006, including P364,600.08 charged to the Special Education Fund involving a deceased accountable officer. COA denied the municipality’s request for the write-off of the amount.
