COA flags untitled city properties, etc. in Bogo City

The Commission on Audit (COA) has flagged multiple deficiencies in the 2024 Annual Audit Report of Bogo City, including billions of pesos' worth of city-owned properties without proper land titles, and unsupported contract extensions for major infrastructure projects.

COA reported that 63 parcels of land owned by the city, with a total recorded value of P193,941,880.68, remain unregistered under the Torrens Title System, in violation of COA Circular No. 92-386 and the Implementing Rules and Regulations of the Local Government Code (RA 7160).

Out of 69 parcels of land recorded in the city's books worth P266.93 million, only six lots valued at P72.99 million are covered by Transfer Certificates of Title (TCTs).

The remaining properties are supported only by tax declarations, which COA emphasized are not conclusive proof of ownership.

Further compounding the issue, 15 parcels of land valued at P14.02 million still carry tax declarations in the names of previous owners, exposing the city to possible third-party claims and legal disputes.
