Aloguinsan called out on wage disparities, unused funds, unliquidated cash

Several financial and administrative deficiencies in the 2024 Annual Audit Report of the Municipality of Aloguinsan, have been flagged by the Commission on Audit (COA) including nonuniform wages among job-order (JO) workers, unutilized government funds, low utilization of the local development find, and cash advances lefi unliquidated for as long as two decades.

COA found that JO personnel performing identical functions were paid different wage rates, citing the absence of clear policy guidelines regulating wage structures.

As of December 31, 2024, the municipality employed 124 JO workers, comprising the majority of its workforce.

Auditors noted that the lack of standardized compensation was unfair to affected workers and could lead to demotivation. They recommended that the municipal government develop and implement policy guidelines to standardize wage rates and ensure fair and equitable compensation.

During the exit conference, the Human Resource Development Office said draft policies are already being finalized.
