Speaking during the civic reception hosted by the Cebu City government in his honor, Uy lamented how “ghost projects,” or projects that exist only on paper, have become far too common in the Philippines.

“In the Philippines these days, the word we hear too often is ‘ghost projects.’ Projects that exist only on paper, but never in reality. The money disappears, but the project never shows up,” Uy said.
“But dinhi sa Cebu, kauban ko ninyo sa pagdumili sa ghost projects. Molihok kanunay sa paghimo og godly projects. No to ghost projects, yes to godly projects,” he declared.
He defined “godly projects” as those that uplift the poor, protect the environment, promote genuine progress, foster lasting peace, and projects that “make God smile.”
Quoting Matthew 5:14, Uy said he dreams of Cebu becoming a “city on a hill,” not literally, but figuratively a model city of integrity, compassion, and faith.
“That is my prayer for Cebu, to be a city on a hill. Not literally, of course, but figuratively, a model city where citizens are not only religious and devout, but also upright and compassionate,” he said.
The Archbishop-designate also offered a personal touch during the reception, serenading the crowd with his original composition “Kalibutan Panalipdan Ta.”
