A different war against China

There I calmed my apprehension of the coming storm by picking up and reading some of my old law books. Since I retired from teaching law, I have rarely read my books. I am glad to share some things I relearned from the tomes I had partly opened and scanned more fleetingly than studiously.

(I) t is necessary to publicly declare war. xx However, the practice in later years between belligerents has been to engage in hostilities without any declaration of war. xx If there is no declaration, the state of war is regarded as commencing xx with the first act of force regarded as an act of war xxx”.
