"We received intelligence information through a case buildup involving a victim in Mandaue who reached out for help. After the rescue, we discovered that the area appeared to be a scam or POGO hub," Filosofo said.

He added that the victim claimed to have been forced to work, prohibited from leaving the premises, and had their documents withheld.
Initial investigation revealed several computers and digital equipment onsite, suggesting that the arrested foreigners were likely operating a scam.
However, further verification will be done by the PNP Anti-Cybercrime Group, he said.
The foreign nationals failed to present valid documents, including passports, during the raid.
