Resurgence of terror outfits in India: Growing concern about the 'White-Collar' terror network

The Deadly explosion through a moving car on 10 Nov 2025, just in the vicinity of Red Fort, that killed 12 people and injured more than 30, is one of the biggest terror attacks in any big city of India in the last decade.

The most unexpected fact that is linked with the blast is the emergence of a newer terror module of the white apron network, a step ahead of the white-collar terror module adopted by ISIS and PFI in the recent past in our country.
Furthermore, it is a serious concern that requires thorough investigation and reflection into how international terror organizations like Jaish-e-Mohammed, Lashkar-e-Tayyiba, al-Qaeda, ISIS, collaborated with the Pakistani military and ISI to establish their roots, expand their operational capabilities, and develop an internal terror network comprising PFI, TRF, and many other terror groups and handlers active throughout the country.
Terror groups have infiltrated highly educated and respected professionals like bankers, engineers, IT experts, and teachers, and now they are recruiting medical professionals, who are supposed to represent humanity, care, and service to others. It's very unfortunate that lifesavers could be radicalized to such an extent and turned into deadly anti-national terror groups.
The conversion of a reputable university into a center for terror cultivation, collaboration, expansion, and plotting anti-national and terror activities is a stark example of exploiting minority educational institutions and turning them into anti-national hubs. Moreover, Dr. Shaheen Saeed, a female medical professional leading a women's wing of the Pakistan-based international terrorist organization, Jaish-e-Mohammed, in India, is a significant revelation that warrants special attention. Therefore, a broad perspective and adjustments in the organization, including the initial and ongoing flow of funding, investments, and demographically altered and hybrid staffing patterns, as well as continuous surveillance by both internal and external agencies, are urgently needed for course correction.
