The Nigerian Communications Commission (NCC) has unveiled a new regulatory framework that mandates a N10 million licensing fee for all operators offering Application-to-Person (A2P) messaging services in the country.

The move, announced on July 8, 2025, marks a significant step by the Commission to clean up Nigeria's fast-growing automated messaging sector, combat fraud, and recover lost revenues from unregulated traffic.
The framework introduces a compulsory five-year licence for any company delivering bulk SMS or automated messages—such as bank alerts, OTPs, promotional campaigns, and political notifications—from software applications to end users. It targets businesses across telecoms, banking, fintech, aviation, and healthcare sectors, among others.
