The cynicism and spurious inference of the concept of Expansionism needs to be redefined for better.

The very basis of capability enhancement in domains of Mil, Economy, Cyber and Space etc would entail a vigorous and aggressive approach.

The theory of unaltered Mil Capabilities beyond a threshold so as to elude being seen as an expansionist power is a distorted and misplaced concept, doing more harm than garner goodwill... further jeopardising the propensity of being future ready...
