Grieving mum says probe should cover conduct of police after merger in 2013

Her fears of a whitewash have been echoed by the Caldwell family lawyer, Aamer Anwar, who has urged Justice Secretary Angela Constance to review and clarify the scope of the inquiry, led by Lord Scott, to ensure the decisions of Police Scotland and the Crown Office after 2013 are examined.

Gerry Gallacher, a former detective whose research into the original murder inquiry led to the exposure of Packer, warned limiting the scope of the probe would not only fail Emma and her family but all of the other women he went on to attack.

Gallacher was one of two retired officers and two serving officers, whose phone and email records were targeted during an unlawful hunt for the Sunday Mail's sources launched by Police Scotland days after Packer was exposed in 2015.

Gallacher said: "Of course we must be told why Iain Packer was freed despite being such an obvious suspect while detectives went after the wrong men.
