What is the new bill all about?
The proposed law marks the most significant overhaul of higher education governance since the University Grants Commission (UGC) framework was put in place, and comes amid concerns that India's universities remain overregulated, uneven in quality, and poorly aligned with global academic standards. At the centre of the bill is the creation of the Viksit Bharat Shiksha Adhishthan, an apex body that will set strategic direction for higher education, while operational powers will be split across three independent councils dealing separately with regulation, accreditation and academic standards.
