SC asked to resolve petition vs ₱3.19-B contract for LTO's transport management system

The Supreme Court (SC) has been asked to expedite the resolution of the petition against the Land Transportation Office's (LTO) P3.19-billion contract with German firm Dermalog Joint Venture for the Land Transportation Management System (LTMS).

The LTMS was envisioned to be a web-based core system to integrate all LTO services -- like issuance of driver's license, registration of motor vehicles, and issuance of transport permits — into a single database and digital platform.

The contract was signed by LTO with Dermalog on May 28, 2018.

The plea for early resolution was contained in a motion filed last May 29 by the LTO which is one of the respondents in the case filed by Gerald Domingo and lawyer Jose Carlito M. Montenegro.

Domingo and Montenegro claimed that the agreement was flawed and may eventually lead to a threat to national security and even breach of informational privacy that include private information of the agency’s clients like them.
